Can I integrate SMS alert on every activity thread on the application?

Yes, the framework for this has been provided, but you will need the assistance of a zend framework engineer.

I can handle zend framework but I need to know are

1. Commercial or non-commercial module
2. How do I integrate and make it work over Xampp and live server
3. Requirements

You are better off doing this on the commercial version, though it is also possible using the community edition.
As for how to go about it, I can't say much but going through the Notification, Mail and Activity class is a good way to start (these classes are locate in precurio/library/Precurio/).
If you have never developed a php sms sending module before, this may be a difficult thing. But I am sure our friends at phpclasses can help you out.

I have developed such before and mailers also. Kindly send me a link to download the module or framework so that I can use it with the community version before I can finally tell the parastatal on what would be available and possible for integration as part of their demand for commercial version
