All Users Admin (With Role)

I set up a role that does not permit users to have the admin part but it still appears?

Have you assigned users to be members of that role?

Yes, but now i deleted the group and the role and now i cant access admin from the admin account?

Empty the "rules" table in the database. This will reset the access rules.

I deleted the group and the role from administrator tools. And empty rules in database.
Do you have any way to create admin role?
I have tried to create the new role and edit access rules but it has an error
(Error message :
You dont have enough permissions)
Even though i already added user in the group.
