Description and details

Anytime I set a content to display as featured article, it won't display a featured article.
Can I set a content as featured article and at the same time set as a template or form in intranet content?
I will appreciate any assistance.

How to reproduce

Login---add new content----enter the content details----upload content to server----check set as featured article-----update
